| Notice of Shanghai Banking Association on Issuing and Implementing the Self-disciplinary Convention on the Individual Home Mortgage Loan Business in the Banking Sector of Shanghai (No.177 [2009] of Shanghai Banking Association) All member entities: The Self-disciplinary Convention on the Individual Home Mortgage Loan Business in the Banking Sector of Shanghai (hereinafter referred to as “Convention”, see the attached) has been deliberated at the chairman’s executive meeting of the SBA and has been voted through by correspondence successively by the board of directors and member entities. Pursuant to Article 30 of Chapter IV of the Bylaws of Shanghai Banking Association (Amendment on April 29, 2009), the Convention has already come into force. The Convention is hereby officially issued. You shall seriously implement it, voluntarily fulfill your membership duties, abide by the provisions of the Convention and maintain the solemnity and authority of the Convention. To properly prepare for the implementation of the Convention, we hereby give the following specific requirements: 1. All member entities shall immediately organize branch offices within your respective jurisdictions and the staff members engaging in the business to learn and master the contents of the Convention and the key points in its implementation, and make sure that the said branch offices and staff members can regulate their business operations in strict accordance with the Convention. 2.
